For the first time, New Delhi will be the venue of the 61st Meeting of the International Committee of Legal Metrology (CIML), scheduled from 26 to 28 October 2026, with India as host. The Department of Consumer Affairs, Government of India, is organising the meeting jointly with the International Organization of Legal Metrology (OIML).
More than 100 international delegates and legal metrology experts from around the world are expected to attend, among them representatives of OIML Member States, Corresponding Member States and international organisations. Being the host for the first time is a major milestone that reflects India's expanding role in international cooperation, harmonised measurement standards, fair trade promotion and consumer protection.
OIML Strategy Workshop and International Seminar
On 26 October 2026, an international seminar titled “Evolutions in Legal Metrology” will be held, where experts from various countries will share their experiences and best practices on modernising legal metrology systems. Topics will include the digitalisation of regulatory services, international harmonisation and recognition of measuring instruments, e-learning tools and new approaches to administering legal metrology.
This will be followed by an OIML Strategy Workshop on 27 October 2026, which will give participating countries and international experts a forum to discuss the organisation's future strategic direction and priorities. The deliberations are likely to take up emerging challenges, technological progress, digital transformation, international cooperation and the changing requirements of legal metrology systems across the world.
Over the three days, CIML members will take up key issues such as the development and revision of international recommendations, the OIML's technical activities, the OIML Certification System (OIML-CS), digital transformation, capacity building and international cooperation.
By enabling participating countries to share technical knowledge and experience, the meeting will back efforts to build stronger measurement systems and advance internationally recognised standards.
Paris, France hosted the 60th CIML Meeting on 13 and 15 October 2025, where 55 Member States were present or represented, together with representatives of 12 Corresponding Members and five organisations in liaison. Its main outcomes were the approval of technical publications on automated refractometers, weights and traffic speed meters, as well as discussions on the OIML Certification System framework, digitalisation and international cooperation.
Strengthening India's Role in Global Legal Metrology
As host of the 61st CIML Meeting, India gets a chance to present its legal metrology reforms and progress on a global stage. The Department of Consumer Affairs has taken a number of steps to modernise the regulatory framework, simplify compliance procedures, encourage trust-based regulation and facilitate Ease of Doing Business, while keeping consumer protection strong.
Representatives of OIML Member States such as France, Germany, the United Kingdom, Japan, China, Australia, Switzerland, the United States of America, South Africa and Brazil, among others, are expected to take part. Corresponding Members and associated international organisations are also likely to send representatives.
Such wide-ranging participation will open avenues to exchange experiences, share best practices and deepen international cooperation in legal metrology. Together with the OIML Strategy Workshop and the international seminar, the meeting will feed into discussions on reliable measurements, fair trade, technological innovation and consumer confidence, while taking forward India's vision of Viksit Bharat 2047.
Indian manufacturers are expected to gain from the meeting through greater awareness of international measurement standards, conformity assessment requirements and the OIML Certification System, which can help them develop quality products and reach international markets more easily.
Closer harmonisation of measurement requirements may also lower technical barriers to trade and, where applicable, prevent duplication in testing and certification. For consumers, reliable and accurate measurements are essential for fair transactions, correct quantity declarations and greater trust in goods and services.
The event will further allow India to share what it has learnt from regulatory reforms, digitalisation and Ease of Doing Business, and to contribute to global discussions on modern and effective legal metrology systems.
International Cooperation in Legal Metrology
Set up in 1955, the International Organization of Legal Metrology (OIML) is an intergovernmental body that works to harmonise legal metrology procedures globally. It prepares international recommendations, standards and related documents for measuring instruments used in trade, industry, healthcare, safety and environmental protection.
The International Committee of Legal Metrology (CIML) is the OIML's main decision-making body and guides its technical and administrative activities. Its yearly meeting serves as a global platform for discussing policy matters, technical developments and international cooperation in legal metrology.
By hosting the 61st CIML Meeting, India reaffirms its commitment to international collaboration and to developing harmonised measurement standards that support fair trade, consumer protection and trust in measurement systems worldwide.
