After successfully completing the Preparatory Phase of Special Campaign 6, the Department of Personnel and Training (DoPT) formally began the Implementation Phase on 2nd October, 2026, marking Swachh Bharat Diwas. The Implementation Phase will run till 31st October, 2026. Undertaken by the Government with the Department of Administrative Reforms and Public Grievances (DARPG) as the nodal Department, the Campaign aims to strengthen Swachhata, improve efficiency, promote digital governance, improve the work environment and culture, ensure timely disposal of pending matters and promote better management of official resources.
Secretary (P) was the Chief Guest at the launch event, held at Grih Kalyan Kendra, Lodhi Road, New Delhi. The programme featured the Swachhata Oath, a cleanliness drive, floral tributes to Mahatma Gandhi, tree plantation and cultural performances on the theme of cleanliness. It ended with the felicitation of Swachhata Karmayogis.
In the Preparatory Phase, held from 16th to 30th September 2026, DoPT carried out a detailed assessment of VIP references, Public Grievances, Parliamentary Assurances and other matters needing time-bound action. This helped the Department identify priority areas and plan targeted interventions for their speedy disposal during the Implementation Phase.
This exercise covered DoPT as well as its Attached and Subordinate Offices. In addition, DoPT and its offices have finalised action plans for cleanliness drives, disposal of pending matters, records management and freeing up office space at various locations for focused cleanliness and space-management activities, with the emphasis on creating cleaner, more organised and productive workspaces.
A comprehensive review was also done of physical and electronic records, office scrap and other materials that required weeding out/disposal. The Department and its associated offices identified records to be digitised, obsolete documents to be weeded out and opportunities to make better use of available office space. These steps are expected to help improve workplace efficiency and bring more effective management of institutional resources.
Under the Preparatory Phase, the Department has uploaded the requisite targets for Special Campaign 6 on DARPG's SCDPM 6 portal, which will be used to monitor and review the campaign's progress.
Since this year's Campaign places emphasis on effective collection, segregation and disposal of e-waste, DoPT has given special attention to this component too. Stakeholders across the Department and its associated offices have been sensitised so that e-waste is properly identified, segregated, disposed of and managed in accordance with the E-Waste (Management) Rules, 2022. Progress will be tracked on the Special Campaign 6 Portal, which is being updated by DARPG.
With the Preparatory Phase successfully over and the Implementation Phase underway, DoPT is ready for coordinated action across its offices. The Campaign is expected to give further momentum to institutionalising Swachhata, efficiency, competency-linked capacity building through the iGOT Karmayogi portal, and the promotion of transparency, accountability and good governance, while building a cleaner, more organised and productive working environment.
Through Special Campaign 6, DoPT reaffirms its commitment to responsive governance, efficient public administration and continued improvement in workplace practices, so that the principles of Swachhata, cyber suraksha and good governance become an integral part of the Department's institutional functioning.
