As part of ‘Special Campaign 6’, the Legislative Department, Ministry of Law and Justice, organised a Workshop on Best Practices on 28 October 2026 at the 4th Floor, Kartavya Bhawan-II, New Delhi, under the guidance of Dr. Rajiv Mani, Secretary, Legislative Department. The workshop aimed to promote the adoption of effective administrative practices, strengthen institutional efficiency and foster a culture of transparency, accountability and continuous improvement in the functioning of the Department.

Shri G. Panmei, Joint Secretary & Legislative Counsel (JS&LC) and Nodal Officer, attended the workshop along with other senior officers and officials of the Department. The workshop was organised with the support of INDIA AIDS NGO, which facilitated the participation of Dr. Devendra Prasad Majhi, M.Phil., Ph.D. (Management), as the resource person.

Dr. Majhi delivered an informative and engaging lecture on best practices in administration, highlighting their importance in streamlining official procedures, improving workflow management, ensuring systematic maintenance of records and promoting the optimum utilisation of available resources. He also emphasised the need to adopt practical and result-oriented approaches to routine administrative activities, minimise procedural delays, maintain proper documentation and strengthen coordination among officials. The session provided valuable insights into the ways in which the adoption of best practices can contribute to greater efficiency, transparency and accountability in government functioning.

The workshop also provided an opportunity for participants to reflect on existing administrative procedures and identify areas where improvements could be introduced. The discussions underscored the importance of maintaining organised office records, ensuring timely disposal of official work, promoting discipline in day-to-day functioning and adopting a proactive approach towards resolving administrative issues. These practices are particularly relevant to the objectives of Special Campaign 6, which seeks to institutionalise cleanliness, improve record management, minimise pendency and promote efficient governance.

Addressing the participants, Shri G. Panmei, JS&LC and Nodal Officer, emphasised the importance of integrating best practices into routine administrative functioning to enhance efficiency, accountability and transparency. He encouraged the officers and officials to apply the knowledge gained during the workshop in their respective areas of work and to contribute towards creating a more efficient, responsive and well-organised administrative environment. He also expressed his gratitude to Dr. Devendra Prasad Majhi for sharing his valuable knowledge and insights and to INDIA AIDS NGO for its support in organising the workshop.

The workshop was an important initiative under Special Campaign 6, reaffirming the Legislative Department’s commitment to improving administrative processes, promoting good governance and institutionalising best practices for sustained improvements in workplace efficiency and public service delivery.
