Union Home Minister and Minister of Cooperation Shri Amit Shah today attended the Diamond Jubilee celebrations marking the establishment of Chandigarh Police and graced the President’s Colour Award Ceremony of Chandigarh Police as the Chief Guest. Several dignitaries, including the Governor of Punjab and Administrator of Chandigarh, Shri Gulab Chand Kataria, were present on the occasion.
Addressing the gathering on the occasion, Union Home Minister and Minister of Cooperation Shri Amit Shah said that the President’s Colour awarded to Chandigarh Police today is a recognition of the force’s six decades of service, dedication and sensitivity. He said that making the supreme sacrifice in the line of duty is a matter of pride for any martyr and also a matter of pride for the organisation to which the personnel belong. Shri Amit Shah said that from 1966 to the present day, Chandigarh Police has continuously worked tirelessly to protect this remarkable city, thereby writing a golden chapter in its history.
Shri Amit Shah said that 141 new vehicles are being inducted into the Chandigarh Police fleet today. This will significantly strengthen rapid response, intensive patrolling, mobility, technology and modern policing. He said that Chandigarh Police currently ranks second in the country in terms of response time and, with the addition of 141 new vehicles, it will rank first nationwide.
Union Home Minister said that the President’s Colour is awarded to a force in recognition of more than 15 years of service, taking into account the discipline and dedication of its personnel. He said that over the past 60 years, Chandigarh Police has successfully worked towards safeguarding the entire country, serving as a vital force in the heart of the northern region. Shri Amit Shah said that Chandigarh, situated at the foothills of the Shivalik range, is regarded as one of India's most well-planned cities. However, when the country witnessed an era of terrorism, Chandigarh too was not spared. During that period, Chandigarh Police demonstrated exceptional valour and courage and, through its spirit of bravery, service and good governance, worked to protect not only Chandigarh but the entire region from terrorism.
Shri Amit Shah said that on November 1, 1966, Chandigarh was made a Union Territory and designated as the joint capital of both states. Coordinating closely with the Haryana Police and Punjab Police, Chandigarh Police has effectively managed the tri-city region. He said that the police force, comprising more than 6,000 personnel, has set benchmarks across the country through the exemplary discharge of duties by its Crime Wing, Operations Cell, Security Wing, Traffic Police and PCR units. Shri Shah said, Chandigarh has transformed a justice system once notorious for “Tareekh Pe Tareekh”, achieving an 85% conviction rate and an average case disposal time of just 140 days.
Union Home Minister and Minister of Cooperation Shri Amit Shah said that policing in our country has largely remained focused on tackling terrorism, drugs, cybercrime and maintaining law and order. However, facilitating ease of access to services for citizens is also an important responsibility of the police. He said that through its Beat Policing App and this model, Chandigarh Police has successfully implemented an excellent system on the ground, ensuring that citizens do not have to visit police stations for their needs. Shri Amit Shah said that Chandigarh has the highest number of vehicles per capita in the country, yet the city does not face the problem of traffic congestion.
Shri Amit Shah said that Chandigarh Police has a Quick Response Time (QRT) of 10 minutes, while the average time taken by the police to reach a location is 4 minutes. Chandigarh was the first to introduce the Beat Policing system after 2015. He said that the three new criminal laws were also introduced by Prime Minister Shri Narendra Modi in Chandigarh, marking the country's transition away from the three punitive laws enacted by the British. Shri Shah said that now that we have resolved to build a drug-free India, Chandigarh will be the first city in the country to become drug-free. He said that following the implementation of the new criminal laws, Chandigarh Police has increased the conviction rate in NDPS cases, securing the conviction of 93 per cent of accused persons and sending them to jail. This campaign against drugs and gangsters is a major achievement of Chandigarh Police. He said that from August 4, 2024, till date, 8,206 FIRs have been registered in Chandigarh, of which Chandigarh Police has filed charge sheets online in 7,590 cases. The police have also ensured convictions in 85 per cent of cases by improving the conviction rate. Shri Amit Shah said that this serves as a model for all police forces across the country, demonstrating that effective implementation of the new criminal laws can ensure the conviction of 85 per cent of offenders. He said that police services had earned a negative reputation due to the old laws, under which people were often deprived of justice for generations. Today, with a conviction rate of 85 per cent, Chandigarh has achieved an average time of just 140 days for securing the conviction of accused persons.
Union Home Minister said that the Government of India has provided Chandigarh with 2152 Artificial Intelligence-enabled CCTV cameras. He said that Chandigarh Police has won a total of 145 medals at the All India Police Duty Meet, including 35 gold, 38 silver and 72 bronze medals. Financial assistance of ₹8,000 per month is being provided to 130 families of widowed police personnel. Educational and sports scholarships amounting to approximately ₹2.25 crore are also being provided. He further said that 154 new vehicles were inducted into the force in 2026, while the housing satisfaction rate stands at 48 per cent.
