Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences and Minister of State in the Prime Minister’s Office and the Ministries of Personnel, Public Grievances & Pensions, Atomic Energy and Space, will formally launch the Nationwide Digital Life Certificate (DLC) Campaign 5 on 6th November 2026 at the National Media Centre, Raisina Road, New Delhi.

Organised by the Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, the month-long campaign will continue until 30th of November 2026, covering over 2,000 cities and towns across the country. The initiative aims to make the submission of life certificates more accessible, convenient and hassle-free for pensioners through digital technology, particularly face authentication using the Jeevan Pramaan app.

The campaign is being conducted in collaboration with Public Sector Banks, India Post Payments Bank (IPPB), UIDAI, MeitY, Pensioners’ Welfare Associations, and key Ministries and Departments, including Defence, Railways and Posts, along with the Department of Telecommunications, Employees’ Provident Fund Organisation and State Governments.

Special emphasis is on facilitating super-senior pensioners aged 80 years and above, women pensioners and those facing health-related difficulties. Doorstep and home-based services will also be facilitated for pensioners unable to visit campaign locations due to age or infirmity.

During the launch programme, Dr. Jitendra Singh will also release the Compendium Booklet and Coffee Table e-Book documenting the achievements and initiatives undertaken during Nationwide DLC Campaign 4.0.

Senior officials from participating Ministries, Departments, banks and other stakeholder organisations are expected to attend the launch along with representatives from Pensioners Associations.
