The Ministry of Social Justice And Empowerment has issued a factual report with regard to the claim—appearing in a report published in The Central Chronicle (Bhopal), on October 31, 2026.

The claim with regard to Madhya Pradesh Council for Employment and Training (MAPCET), having made payments amounting to crores based on placements without verifying the placement data, is entirely incorrect and baseless.

The factual report is attached herewith, for publishing the same with accuracy and factual context:

FACTUAL REPORT REGARDING THE NEWS ITEM PUBLISHED IN CENTRAL CHRONICLE, BHOPAL, ON 31 OCTOBER 2026

The Office of the Commissioner, Scheduled Caste Development Department, sanctioned an amount of Rs. 3,241.37 lakh for skill development training under the “Special Central Assistance for Scheduled Caste Sub-Plan” head.

Against this amount, a total of Rs. 2,945.37 lakh was made available to the Madhya Pradesh Employment and Training Council (MAPCET) during 2021–22. This amount comprised Rs. 1,296.00 lakh (vide Order No. 4695 dated 26 November 2021) and Rs. 1,649.37 lakh (vide Order No. 10283 dated 25 March 2022).

The Madhya Pradesh Council for Employment and Training (MAPCET) issued a request for proposal (RFP) for the training of beneficiaries from below-poverty-line (BPL) families belonging to the Scheduled Caste (SC) category for the year 2021–22. Following the selection process, contracts were signed with 34 training provider organisations, and work orders were subsequently issued to them. Of these, six organisations did not commence the work.

After the work orders were issued by MAPCET, 28 institutions provided training to 4,952 trainees. The training programmes conducted by the Council comply with the standards prescribed by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India. All training activities are managed through a dedicated portal, which facilitates trainee registration, daily attendance tracking, and the uploading of assessment and placement data.

Under Clause 2.1.1 of Schedule IV to the Gazette notification issued by the Government of India, Ministry of Skill Development and Entrepreneurship (MSDE), Notification No. 349 dated 4 December 2020, the payment criteria for training providers conducting training in batch mode are as follows:

Successful completion of certification. Payment is made for the number of candidates certified, after adjustment of advance payments.

Achievement of 70% verified employment: continuous employment for three months, with desk verification and placement verification in accordance with standard norms.

The first and second instalments have been paid to the training provider organisations in accordance with the criteria and contractual terms prescribed by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India.

The first instalment is paid when a training batch commences, following physical verification of the trainees. The second instalment is paid after the training has been completed and the trainees have been assessed.

The assessment is conducted by entities designated by the National Council for Vocational Education and Training (NCVET). Trainees must have attended at least 70 per cent of the training to be eligible for assessment. The first and second instalments have been disbursed on this basis.

The post-training placement information submitted by the training provider institutions in hard-copy form is based on job offers or offer letters. Such submissions do not constitute the basis for releasing the third instalment. To qualify for the third instalment, institutions must upload placement details to the portal in accordance with the prescribed criteria. Only then can the portal generate payment claims for the third instalment. As no such payment claims have been generated for any of these institutions, no third-instalment payments have been made.

The claim made in the news report published in Central Chronicle, Bhopal, on 31 October 2026—that MAPCET disbursed crores of rupees on the basis of placements without verifying the placement data—is entirely incorrect and baseless.

• The third instalment, which is conditional upon placement, has not been paid to any of the institutions. Therefore, the question of tracking such placements for the purpose of releasing this instalment does not arise.

• The institutions have received only the first and second instalments, neither of which is linked to placement. Accordingly, placement or placement tracking is not relevant to the payments already made.

The third instalment will be paid when candidates take up employment after completing their training. The organisation is currently facilitating placements.
