Himachal Pradesh Jal Shakti Vibhag is recruiting for 20 posts in Jal Shakti Division, Reckong Peo, District Kinnaur. The posts are 4 Para Pump Operator, 1 Para Fitter and 15 Multi Purpose Workers, purely on a part time/hourly basis, for the operation and maintenance of Water Supply Irrigation Schemes. Himachal Pradesh Jal Shakti Vibhag is the Himachal Pradesh government department that runs the Water Supply and Irrigation Schemes covered by this recruitment. Posts, Eligibility and Pay

The notice says the number of posts may be increased or decreased at any time. All the posts are part time/hourly, and the working hours are 6 hours per day.

Category-wise Vacancies

Para Pump Operator

• Essential qualification: a minimum qualification of Matriculation (10th) with an ITI certificate in the trade of Electrician/ wireman/ Diesel Mechanic/ Pump Mechanic/ Motor Mechanic/ Pump Operator-cum-Mechanic/ Mechanic (Motor Vehicle / Pump Operation & maintenance/ pump operator) from a recognized ITI, OR a matriculation (10th) certificate in the above trades under a skill Development Scheme of the Government.
• Age: minimum 18 years and maximum 45 years as on 09.11.2026.
• Honorarium: Rs. 7100/- P.M.

Para Fitter

• Essential qualification: a minimum qualification of matriculation (10th) with an ITI Certificate in the trade of Fitter/ Plumber from a recognized ITI/ institute, OR a matriculation (10th) certificate in the above trades under a skill Development Scheme of the Government.
• Age: minimum 18 years and maximum 45 years as on 09.11.2026.
• Honorarium: Rs. 7100/- P.M.

Multi Purpose Workers

• Essential qualification: a minimum qualification of Middle pass (8th), or its equivalent, from a school duly recognized by the State Government.
• All candidates must submit their 8th standard marks sheet. If the Education Board has not issued one, attach a detailed marks certificate from the Principal of the school. Evaluation and shortlisting (if necessary) use the marks in the Middle standard only, even if the candidate has a higher qualification.
• Age: minimum 18 years and maximum 45 years as on 09.11.2026.
• Honorarium: Rs. 6000/- P.M.

For all three posts, SC, ST, OBC and EWS candidates may submit their category certificate, duly signed by the competent authority.

Experience

Experience is not an essential qualification. It earns marks in the selection (see below). It counts when it is in the related field with IPH/HPPWD/CPWD/PSUs, or with an outsourcing agency providing services in HP Jal Shakti Vibhag. A certificate issued by the EE (JSV) is required. For a Para Pump Operator, the related field is operation of pumping machinery and allied electrical installation of Rural Water Supply schemes/irrigation schemes. For a Para Fitter, the related field is maintaining the village piped water supply infrastructure or the distribution system of Rural Water Supply/irrigation schemes.

• Middle standard certificate showing the detailed marks obtained

• Character certificate issued by a 1st Class Magistrate
• SC/ST/OBC/EWS certificate issued by the competent authority as per HP Government notifications issued from time to time
• Income certificate issued not more than 6 months earlier, for EWS applicants

Original certificates/testimonials will be checked at the time of evaluation.

Selection Process

Selection is out of 10 marks. First, an initial merit list is drawn up from each candidate's experience and qualification. The top eligible candidates, at least 5 times the number of vacancies, are then called for the skill/physical test. Separate call letters will be issued for the test. No TA/DA will be paid for appearing in the skill and physical test.

The criteria column lists a skill test and a physical test for Para Fitter and Para Pump Operator, and a physical test for Multipurpose workers.

Skill Test – Para Pump Operator

• Minor repair of pumps, basic knowledge of locating faults or damage, replacing defective parts and sets and fitting them in position.
• Knowledge of test pressures, leakages etc. to make the necessary adjustments, and observation of performance for the right yield of water.
• Knowledge of installing pumps at site, connecting them to the motor, aligning pumps to the motor, and tools such as spanners and keys.
• Ability to locate faults in the electric system and motor.
• Ability to dismantle or partly dismantle and remove damaged or worn-out parts and replace them, and greasing and oiling of moving parts.
• Knowledge of the pump lubrication and cooling system.
• Ability to operate the regulating valves and control mechanism of the pumping system.

Skill Test – Para Fitter

• Ability to repair water supply pipelines, stop leakages, add new connections or abandon defunct connections.
• Basic knowledge of pipe fitting, pipe sizes, operation and maintenance.
• Ability to cut threads on pipes using ratchet and die sets, and fit specials on pipes using basic tools.
• Knowledge of the basic operation involved in managing village water supply infrastructure and pipe distribution layout, and of flow regulation techniques to ensure equitable distribution of water in hilly terrain.
• Knowledge of the tools used for pipe fitting and the skills to operate them.
• Behavioural skills in handling grievances/complaints and conflict resolution.

Physical Test

• The candidate should be able to carry tools and pipes in hilly areas.
• The candidate should not have any physical disability or colour blindness.

If the number of applications is much higher than the number of posts, shortlisting will be done on the basis of the documents submitted. The merit list will be prepared from those documents, and the shortlisted candidates will take the Skill/Physical Test as the post requires.

Important Instructions

• Selected candidates will be deputed under Jal Shakti Division, Reckong Peo, that is, under Jal Shakti Sub Division Reckong Peo, Sangla or Nichar.
• Selected candidates will be deputed/engaged on schemes that are already outsourced to firms/contractors. Requests to transfer from the scheme will not be accepted later.
• Para Fitters and Para Pump Operators will fill in a quarterly self-reporting format (to be devised by the Jal Shakti Vibhag) and submit it to the Junior Engineer concerned. At the end of every financial year, a consolidated report will be placed for community certification of satisfactory work and conduct. This certificate will be sent electronically to the Superintending Engineer concerned for the record.
• Unsatisfactory performance may result in termination of the appointment by order. Termination will not be completed until at least 3 notices have been served on a specific charge without any improvement in service delivery. The Junior Engineer must record the reasons in writing, and the Assistant Engineer concerned must countersign them.
• Candidates are responsible for submitting all the required documents.
• Candidates will be called for the Skill/Physical Test separately.
