India’s Parliament will convene the 12th BRICS Parliamentary Forum in the Central Hall of Samvidhan Sadan on 26 and 27 October 2026. The opening is scheduled for 26 October.
Lok Sabha Speaker Om Birla announced the programme at Parliament House, describing it as a significant step in parliamentary diplomacy. Presiding officers and parliamentary leaders from BRICS members and partners will join Union ministers, Rajya Sabha Deputy Chairman Harivansh, state legislature presiding officers, MPs and other guests.
Prime Minister Narendra Modi is scheduled to attend and meet the leaders of visiting delegations, Birla said.
The programme includes bilateral and multilateral meetings with delegation leaders and parliamentary friendship groups. Delegation secretaries will meet on 25 October 2026 to finalise the joint statement for the 12th forum.
The main theme is “Strengthening Parliaments for People-Centric Development,” placing the role of representative institutions in development at the centre of discussion.
The 12th forum will organise consensus-oriented discussion around the following high-level session themes.
Resilience: how parliaments can strengthen institutions and help secure a better future.
Innovation: supporting human-centred artificial intelligence and digital technology through parliamentary action.
Cooperation: using parliamentary partnerships to make global governance more representative.
Sustainability: the contribution of parliaments to inclusive and sustainable national futures.
Chairpersons of parliamentary international affairs committees from member and partner countries will hold a special meeting. It will cover parliamentary diplomacy, capacity building and the sharing of effective practices.
Birla said plenary sessions, parallel meetings and bilateral exchanges will be accompanied by a cultural programme. The Vice-President will host a banquet for the visiting guests.
Delegates will visit India’s Parliament and cultural locations in Delhi. Proceedings are due to end on 27 October.
In his public update, Birla described preparations for the 12th forum, scheduled for 26 and 27 October 2026. He referred to presiding officers and delegations from 11 member countries and 10 partner countries, with Modi participating and meeting visitors. Describing the 12th forum’s focus as people-centred development, he highlighted resilience, innovation, cooperation and sustainability. Committee meetings, friendship-group exchanges and bilateral discussions are planned. He also recalled the BRICS summit held under Modi’s leadership in September 2026 and presented the 12th parliamentary forum as a further step towards stronger democratic institutions, public accountability, technology use and joint responses to global challenges. The update used the BRICS 2026 and BRICS Parliamentary Forum campaign themes.
