The Legislative Department, Ministry of Law and Justice, has initiated an Interaction Series with the objective of providing a platform for senior officers to share their experiences, professional insights and perspectives on various aspects of leadership, administration and personal effectiveness with the officers and officials of the Department.

The first session of the series was held on 5 November 2026 at the विधायी प्रशिक्षण सभागार, Kartavya Bhavan 2, New Delhi. The session was chaired by Dr. Manoj Kumar, Additional Secretary, Legislative Department. Smt. Akali V. Konghay, Additional Secretary, Legislative Department, delivered an insightful talk on the theme “Improving Values and Personal Effectiveness in Leadership”, sharing her personal experiences and perspectives on the principles of effective leadership.

During the session, Smt. Konghay emphasised that leadership is not confined to positions of authority or formal designations but is reflected in the ability of every individual to influence others through personal conduct, values and actions. She highlighted that leadership begins with personal transformation and requires vision, purpose, effective communication, accountability, collaboration and a commitment to empowering and developing others. She also underscored that leadership is fundamentally rooted in service rather than authority.

Elaborating on the importance of values and purpose in leadership, she introduced the concept of the ‘Five Cs of Purposeful Leadership’, namely, Consistency, Culture, Contribution, Community and Curiosity. She explained that these principles encourage individuals to consciously practise values such as integrity, humility, honesty, compassion and accountability; foster a positive and inspiring organisational culture; recognise and utilise their unique gifts, passions, talents, abilities and resources for meaningful contributions; develop a sense of responsibility towards the larger community; and remain curious, receptive to feedback and committed to continuous learning.

She further emphasised that personal effectiveness goes beyond efficiency in accomplishing tasks and involves becoming a better individual who contributes meaningfully to the lives of others. Highlighting the importance of self-reflection, she encouraged participants to assess their conduct, influence on others and contribution to society. She observed that the true measure of leadership lies in the positive difference one makes in the lives of others and in the ability to inspire and develop future leaders.

The session witnessed the participation of more than 80 officers and officials of the Legislative Department. The interaction provided an opportunity for participants to reflect on the importance of ethical values, purposeful leadership, personal growth and collective responsibility in professional and personal life.

The Interaction Series is envisaged as a continuing initiative of the Legislative Department to promote knowledge-sharing, encourage meaningful interaction and facilitate the sharing of experiences and best practices among officers and officials of the Department.
