Representatives of the Armed Forces Headquarters Association met Dr Jitendra Singh to discuss service concerns and promotional opportunities. The delegation also thanked the Department of Personnel and Training for timely promotions under Prime Minister Narendra Modi and for allowing staff associations to bring their concerns to the ministry.
Singh, whose ministerial responsibilities include Personnel, Public Grievances and Pensions, heard the association’s submissions. Discussion centred on referring the matters to the appropriate administrative authorities for examination, rather than announcing an immediate change in service rules.
The delegation included Bharatiya Mazdoor Sangh National General Secretary for organisation Pavan Kumar and AFHQ Association General Secretary Pankaj Yadav. The association, affiliated with BMS and GENC, brought forward concerns about Section Officers, advancement opportunities and appointments for eligible dependants of employees who had died.
According to the delegation, few candidates had joined against the Section Officer vacancies projected through UPSC during 2018–2024. It asked for consideration of this recruitment gap and its effect on the cadre.
Singh requested an examination of whether the existing recruitment quota could be rationalised. He asked officials to consider actual recruitment experience and the number of positions remaining vacant, with further consultation before forming a view on the appropriate arrangements.
Compassionate appointments were another focus. The association raised delays, the existing 5 per cent quota and the criteria for determining eligibility. Discussion included the difficulties facing families awaiting consideration. Singh noted that prescribed conditions and assessment criteria would need to be considered alongside the administrative and legal consequences of any proposed revision.
The meeting left these matters for examination by the relevant authorities, including recruitment arrangements affecting promotions and the operation of compassionate-appointment provisions. No final decision to alter either the recruitment quota or compassionate-appointment rules was announced.
