Social Justice and Empowerment Minister Dr Virendra Kumar held a senior-level meeting in New Delhi to examine the work of the ministry's divisions, bureaus, corporations and affiliated institutions.
Improving the delivery of major central welfare programmes was the focus. Participants discussed cooperation between departments and practical ways to make support available to eligible people, including communities that are hardest to reach.
Senior personnel from the minister's office, Joint Secretaries and officials representing the ministry's different divisions and bureaus attended the review.
The discussions highlighted the need to coordinate programmes, communicate them clearly to the public and strengthen the systems that deliver welfare assistance to eligible beneficiaries throughout India.
Dr Kumar asked officers to take a 360-degree view of every programme, from planning and execution to monitoring results and explaining benefits. He stressed that implementation should respond to people's actual needs and show measurable improvements.
Referring to Prime Minister Narendra Modi's vision, 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas', the minister called for government agencies and wider society to work together towards greater social inclusion.
He also urged better cooperation with social welfare departments in states and Union Territories and other institutions involved in implementing welfare schemes.
Senior officials were instructed to plan and oversee initiatives carefully, respond early to implementation difficulties and take corrective action when needed. Continuous coordination and monitoring, the minister said, can help benefits reach the individuals and communities for whom they are intended.
Dr Kumar placed particular emphasis on explaining who is eligible for each scheme, what support is provided and how people can apply. Clear and timely information can help eligible recipients use services that might otherwise be missed.
Making welfare information more visible and easier to access
Officials were asked to share updates on programme implementation and achievements through newspapers, broadcasting, digital channels and social media. Dr Kumar said public communication must operate alongside service delivery so that information reaches the people it concerns.
Among the programmes highlighted were the National Action Plan for Drug Demand Reduction, Nasha Mukt Bharat Abhiyaan, PM-AJAY, NAMASTE and Atal Vayo Abhyuday Yojana. He also discussed pre-matric and post-matric scholarships for Scheduled Castes, OBCs, Economically Backward Classes, and Denotified, Nomadic and Semi-Nomadic Tribes.
The minister called for better public information on enforcement arrangements related to the Protection of Civil Rights Act, 1955, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. Welfare support under SMILE for people engaged in begging and transgender persons, as well as hostel schemes for OBC boys and girls, were also identified for wider outreach.
Dr Kumar observed that sharing programme results and case studies can make people more aware of available help. He asked officials to reach communities who may not have reliable access to government-scheme information, keeping publicity focused on implementation priorities.
Accountability and effective delivery to eligible beneficiaries
Transparency, efficiency and accountability were highlighted as essential to welfare administration. Officers were asked to identify all potential eligible beneficiaries and implement each programme according to its rules and guidance.
The minister encouraged feedback from employees and practical ideas that could improve the ministry's operations. He welcomed proposals for stronger cooperation and more effective services, saying a collaborative, responsive administrative approach would support the ministry's aims.
Before the review, Dr Kumar inspected several ministry sections and spoke with employees. He recognised their work and encouraged continued attention to better welfare delivery and scheme implementation.
