On 15 Oct 2026, VAdm Sanjay Vatsayan, Flag Officer Commanding-in-Chief, Western Naval Command, inaugurated residential accommodations for the Defence Civilians of Indian Navy and the Station Health Organisation, along with trunk utility and access infrastructure, under Project Seabird Phase IIA at Naval Base, Karwar. VAdm Vivek Dahiya, Director General Seabird, and other senior officers were present.
The newly opened residential and hospital facilities comprise five towers of 300 dwelling units for Naval Defence Civilians and a Station Health Organisation Complex, built as part of expanding the existing hospital, INHS Patanjali, to a capacity of 409 beds. They are backed by a Two Lakh Litre Hill Top Water Reservoir and a Sewage Treatment Plant (STP).
As Karwar Naval Base continues to grow, it requires steady improvement in clean environment conformity and smooth access facilities. To meet this need, a modern integrated Solid Waste Management Facility and an access gate were also inaugurated, along with bridge infrastructure for four-lane vehicular traffic that has dedicated pedestrian and cycle pathways.
These works form part of the ongoing Phase IIA of Project Seabird, whose scope covers the construction of a dual-use Naval Air Station, a full-fledged Naval Dockyard and logistics facilities for ships and aircraft. The Naval base housing approx. 10,000 uniformed and civilian personnel with families, will give a significant boost to the local economy, industry and tourism and generate numerous direct and indirect job opportunities in the Uttara Kannada region.
The Project complies with the extant norms of the Ministry of Environment, Forest & Climate Change (MoEF & CC) and the Indian Green Building Council (IGBC), and would be IGBC Gold rated upon completion. In line with the concept of Aatmanirbhar Bharat, the Project sources over 90% of its materials and equipment domestically.
