The Hon’ble Supreme Court of India had constituted a High Powered Enquiry Committee (HPEC) to enquire into all aspects of the incidents relating to violence at Jantar Mantar, Delhi, and at places outside Delhi, during the month of July 2026. To make things easier for those affected, including affected police personnel, the HPEC has set up a portal, http://hpec.nic.in.
The HPEC shall look into all the issues listed in paragraphs 12 and 13 of the Hon’ble Supreme Court’s Order dated 18 August 2026 and in paragraph 5(i) of the order dated 10 September, 2026. Matters relating to the use of pellet guns, targeted violence and harassment of female protestors, and excessive violence and destruction of property occasioned on either side will be taken up on priority.
The Portal has been built to give due protection to vulnerable witnesses and, if the affected persons so wish, to keep their identities confidential and undisclosed. Affected persons and other stakeholders are encouraged to visit the portal and upload their complaints/representations using the applicable formats.
In addition, anyone who wishes to share information/suggestions on the issues referred to the HPEC under the Orders dated 18 August 2026 and 10 September 2026 may also do so through this portal. Complaints, representations and other relevant material can also be submitted in person at the Office of the HPEC at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi 110002 between 1400 hrs. and 1600 Hrs. on all working days. Submissions may also be posted to the above address or emailed to hpec2026.enquiry[at]nic[dot]in .
